In 2003, a Plumas Eureka Ski Bowl Coordinated Resource Management Plan Memorandum of Understanding was signed by the Central Plumas Recreation District, Eastern Plumas Recreation District, City of Portola, California Department of Parks and Recreation, County of Plumas, Feather River Community College District, Graeagle Community Services District, Plumas Unified School District, U.S. Forest Service, Plumas Ski Club, Gold Mountain Foundation, Plumas Eureka State Park Association, Eastern Plumas Chamber of Commerce, Johnsville Junior Ski Team, Plumas Corporation and Graeagle Merchants.
CRM is a process whereby federal and state agencies, including other participants, are authorized to plan and fund defined activities of mutual interest.
Although the funding and concessionaire have not been defined, the group is working on the necessary steps - including environmental reports - that would allow improvements to take place at the ski hill and eventually allow it to open for business.
The MOU is intended to serve as a framework to develop a continuing and community- oriented winter sports management strategy, and establish guidelines for joint and cooperative planning and management.
The management strategy will include short-term improvements and long-term sustainability of winter recreation activities, as well as the maintenance and protection of the various park resources.
Among the goals of the MOU are to construct a new lift to replace the aging Poma lifts, and continue the longboard racing series (with the state park agreeing to support the series upon the and approval of a special event permit each year).
The group plans to develop the ability to better serve snowboarders, crosscountry and challenged skiers, as well as reinstitute education and training programs for local youth.
The Johnsville Junior Ski Team and Portola and Quincy high school racing programs would also begin again.
The MOU will develop and implement an operational plan that will respond to user and regulatory issues, maintain the winter sports operation in an environmentally sound manner, bring the ski bowl operations toward a financial break-even point, and improve the operational and environmental conditions at the ski bowl.
